 Normanna Town Board Meeting Minutes October 21, 2002
The Normanna Town Board Meeting was called to order on October21, 2002 by Dan Johnson at 7:00 P.M. at the Normanna Town Hall. Present were Supervisors, Dan Johnson, Dan Bonhiver, Marcia Stromgren; Treasurer, Maria Vodden; Clerk, Tammy Courrege, along with 5 others.
The clerk read the September 16, 2002 Town Board Meeting minutes for approval. A motion was made by Dan Johnson to approve the September minutes with correction. Marcia Stromgren seconded. All for. Motion carried.
The treasurer gave the following treasurer’s report: Beginning balance for Wells Fargo checking as of 8/31/02 was $992.45. Deposits made were $62.00 from the State of Minnesota for disparity reduction aid and $1,300.00 from Paine Webber savings. Disbursements cleared totaled $1,607.53 with a $2.00 check return fee. Ending balance as of 9/30/02 was $744.92. Beginning balance for Paine Webber savings as of 8/31/02 was $43,624.04. A deposits was made for $2000.00 from King’s Court Community Association for the King’s Court Roads escrow account. Dividends earned for September were $47.53. A withdrawal was made for $$1,300.00 to Wells Fargo checking. Ending balance as of 9/30/02 was $44,371.57. The Certificates were; $30,000.00 for Building, $20,000.00 for General CD#3, and $10,000.00 for Fire CD. Ending balance for all accounts as of 9/30/02 totaled $105,116.49. Total claims for approval were $3,838.85. The fund balances were presented as of October 21, 2002. Dan Bonhiver mentioned that he was not at the last meeting so his check amount was over. The treasurer will write a new check for him. A motion was made by Dan Bonhiver to approve the treasurer’s report as corrected and pay the claims presented. Dan Johnson seconded. All for. Motion carried.
The fire department had no runs this month. The tanker truck needs overload springs on the front and the #1 pump truck needs tires. They will have some prices next month. The fire department members need to get a Hepatitis shot that they are required to have.
Jeff Cooke mentioned that the gravel pit is turning into a dump. Marcia Stromgren will call the county and check into what can be done about this.
There was discussion on the Land Use Plan. There was no problem with the referendum section of the plan. The problem was with giving the township 60 days to evaluate an application. Inez will make the change in the plan. Tabled until next meeting for the corrected plan.
Dan Johnson presented a letter to send to the landowners on township roads about culvert responsibility.
A motion was made by Dan Johnson to accept the letter concerning culvert responsibility. Dan Bonhiver seconded. All for. Motion carried.
Dan Johnson presented a letter to send to the county for snowplowing the township roads.
A motion was made by Dan Bonhiver to adopt this letter to send to the county. Marcia Stromgren seconded. All for. Motion carried.
The ditching on the Wikstad Road was done and turned out really nice. The ditching on the Lookout Road was done but could still use some work. Dan Johnson is going to contact Rodda to see what they can do to fix the Lookout Road. The gravel will not be hauled on the Lookout Road or Koski Road because Rodda is unavailable for grading for the rest of the year.
A motion was made by Dan Johnson that due to uncontrolled circumstances we will not be hauling gravel this year. Dan Bonhiver seconded. All for. Motion carried.
The frost boils on Troy Brett and Lady Nicole Lane have all been fixed and the grading has been done.
There was discussion on the minute summaries and if they should be summarized or left as is. The cost was an issue if they wanted to pay for an extra page if the minutes were left as is. Discussion was tabled until next month.
There was discussion on the cemetery sign and Marcia Stromgren is going to check if there is enough room on the current sign to add the phone number for who to contact. Discussion was tabled until next month.
Dan Johnson presented a letter to send to the county to purchase the King’s Court Road signs.
Dan Bonhiver is going check to see if the dead end sign on the King’s Court Road is appropriate since it is a circle drive.
The Building Committee had Lance Siddens from Siddens Architect come to the last building committee meeting. Dan Johnson presented Siddens cost proposal for the preliminary design for a new firehall building. The total was $1,080.00 with each additional printing of the finished copies at cost x 1.25. The documents in the preliminary design are just for estimating not for construction.
A motion was made by Marcia Stromgren to accept the Siddens bid proposal for the cost of $1,080.00 for the architect preliminary design. Dan Bonhiver seconded. All for. Motion carried.
The next Building Committee Meeting is November 4, 2002.
The payment for the lease purchase agreement for the air packs is due December 1, 2002 for $2,021.46.
Marcia Stromgren mentioned that at the District 10 meeting they discussed the townships will be allowed the gas tax for approximately 2 more years and then it could stop. They also discussed looking into starting there own Workmen’s Comp Company.
No one went to the DAT meeting.
Roger Skarba, State Representative candidate, spoke about his views and ideas.
A motion was made by Dan Johnson to allow Marcia Stromgren to go to the MAT annual meeting. Dan Bonhiver seconded. All for. Motion carried.
