Normanna Town Board Meeting Minutes July 15, 2002

The Normanna Town Board Meeting was called to order on July 15, 2002 by Dan Johnson at 7:05 pm at the Normanna Town Hall. Present were Supervisors, Dan Johnson, Dan Bonhiver, Marcia Stromgren; Treasurer, Maria Vodden; Clerk, Tammy Courrege, along with 10 others.
The clerk read the June 17, 2002 Town Board Meeting minutes for approval. A motion was made by Dan Johnson to approve the July minutes with corrections. Marcia Stromgren seconded the motion. All for motion carried.
The treasurer gave the following treasurer's report: Beginning balance for Wells Fargo checking as of 5/31/02 was $1102.17. Deposits made were $5,000.00 from Paine Webber savings, $696.50 from King's Court for reimbursement for snowplowing from January - June 2001, and $4,225.00 from Paine Webber savings. Disbursements cleared totaled $7,434.67 with a $2.00 check return fee and $1.25 over transactions fee. Ending balance as of 6/30/02 was $3,585.75. Beginning balance for Paine Webber savings as of 5/31/02 was $35,272.49. Dividends earned for June were $30.38. Withdrawals made were $5,000.00 to Wells Fargo checking, and $4,225.00 to Wells Fargo checking. Ending balance as of 6/30/02 was $26,077.87. The Certificates were; $30,000.00 for Building, and $20,000.00 for General CD#1. Ending balance for all accounts as of 6/30/02 totaled $79,663.62.
A motion was made by Dan Johnson to approve the update of the June treasurer's report as corrected. Marcia Stromgren seconded the motion. All for. Motion carried.
Dan Johnson asked about a check that had come through from the insurance company that was not listed. Maria Vodden said she would get it on the next treasurer's report.
The fire department had 3 runs this month. The pumpers have been serviced.
The Ladies Auxiliary needs newsletter information by September 18, 2002 for October's newsletter.
The Building Committee is in the process of finalizing the plans. They will hopefully finish at the August Building Committee meeting and will be asking for money for architect fees at the August Board meeting. The next Building Committee meeting will be August 5, 2002 at 7:00 PM in the Normanna Town Hall.
The Land-Use Committee met twice since the June 17, 2002 Town Board Meeting. They made some changes to the plan. They presented it to the board for approval.
Marcia Stromgren read letters from Dennis Gunsolus and Mark Anderson concerning their land-use issues and concerns.
A motion was made by Dan Bonhiver to accept the land-use plan as corrected. Motion fails for lack of a second.
They discussed the plan and added the definitions of interior lands and large parcels to the beginning of the plan.
A motion was made by Dan Bonhiver to accept the proposed township land-use plan with the additions of the definitions. Dan Johnson seconded the motion. All for. Motion carries.
The land-use plan will be sent on to the county.
A motion was made by Marcia Stromgren that in the future all landowners of property in the existing township be notified of all surveys. Motion failed for lack of a seconded. Discussion was tabled to think about the appropriate language.
Dan Johnson met with Tim Strom, township attorney, for approximetly one hour to discuss the King's Court Road Resolution. He presented the Resolution #2002-04 for King's Court Roads. The King's Court Road Association is going review the Resolution. Further discussion was tabled until next meeting.
Dan Johnson presented the approved Normanna Web Page Resolution #2002-03 with the change from the July meeting.
The insurance claim has paid for all the repairs to the townhall from the May 5, 2002 accident.
There was discussion on the CTAS program. Further discussion was tabled until there is more information.
Marcia Stromgren checked into the townhall surge protector. The town hall all ready has one. She is waiting for more information about it.
Dan Johnson received some ditching and mowing bids from Rhodda Excavating and Eagle Lake Excavating. The bid from Rhodda Excavating for ditching was $1090.00 for the Lookout Road and $1288.00 for the Wikstad Road. The bid from Eagle Lake Excavating for ditching was $1100.00 for the Lookout Road and $1400.00 for the Wikstad Road. The bid for from Eagle Lake Excavating for hauling gravel was $8.00/yd for class 5. The bid from Rhodda Excavating for mowing ditches was $45.00/hr.
A motion was made by Dan Johnson to allow Rhodda Excavating to do the ditching on the Lookout Road and Wikstad Road. Marcia Stromgren seconded the motion. All for. Motion carried.
A motion was made by Marcia Stromgren to have Rhodda Excavating do the mowing of the township road ditches. Dan Bonhiver seconded the motion. All for. Motion carried.
The Board suggested having the landowners on township roads clear the brush from their ditch. This issue should be brought up at the next annual meeting.
The short course is August 1, 2002 in Grand Rapids. Marcia Stromgren, Maria Vodden and Tammy Courrege are planning to attend.
There was discussion on the renewals and purchases of the township CD's.
A motion was made by Dan Johnson to purchase a $30,000 one year Building CD and a $30,000 two year General CD. Marcia Stromgren seconded the motion. All for. Motion carried.
There was discussion on office equipment. The clerk received a new two drawer file cabinet.
Dan Johnson talked to Tim Strom, township attorney, about road assessments for people on township roads. Tim Strom did not advise this for legal reasons.
Marcia Stromgren is writing up a Road Maintenance Aggrement with the County.
Marcia Stromgren discussed some building improvements. She suggested a screen for the window by the top of the stairs which was $20.00 for a kit, a ceiling fan for the meeting room, a power strip for the answering maching, and curtains for the windows.
Dan Bonhiver said he would donate a power strip for the answering maching, and Dan Johnson said he would donate a digital answering machine. Marcia Stromgren offered to make the curtains for the windows.
A motion was made by Dan Johnson that Marcia Stromgren be allowed to purchase items for a replacement screen and for materials for making two curtains. Dan Bonhiver seconded the motion. All for. Motion carried.
Marcia Stromgren would like to write a letter to Lakewood Township on behalf of Normanna Township congratulating them on there centennial. Dan Johnson said she could sign the letter in behalf of the town board.
The treasurer needs to make sure the clerk gets the claim forms Monday morning to be able to review them.
Marcia Stromgren mentioned she would like the board to look over File Fast Find It Easy in the township manual.
A motion was made by Dan Bonhiver to adjourn at 9:50 PM. Dan Johnson seconded the motion. All for. Motion carried.
