Normanna Town Board Meeting Minutes August 19, 2002
The Normanna Town Board Meeting was called to order on August 19, 2002 by Dan Johnson at 7:00 pm at the Normanna Town Hall. Present were Supervisors, Dan Johnson, Dan Bonhiver, Marcia Stromgren; Treasurer, Maria Vodden; Clerk, Tammy Courrege, along with 7 others.
The clerk read the July 15, 2002 Town Board Meeting minutes for approval. A motion was made by Dan Johnson to approve the July minutes with corrections. Marcia Stromgren seconded. All for. Motion carried.
The clerk read the August 15, 2002 Special Board Meeting minutes for approval. A motion was made by Marcia Stromgren to approve the Special Board Meeting minutes. Dan Bonhiver seconded. All for. Motion carried.
The treasurer gave the following treasurer's report: Beginning balance for Wells Fargo checking as of 6/30/02 was $3,585.75. A deposit was made for $192.92 from Progressive Insurance for reimbursement from townhall accident. Disbursements cleared totaled $2,767.29 with a $2.00 check return fee. Ending balance as of 7/31/02 was $1,009.38. Beginning balance for Paine Webber savings as of 6/30/02 was $26,077.87. Deposits made were $26,367.65 from St. Louis County Auditor for 1st Tax apportionment for 2002, $30,000.00 from Building CD maturing, and $1,200.00 for the interest earned on Building CD. Dividends earned for July were $51.79. Withdrawals made were $30,000.00 to purchase new Building CD, $20,000.00 to purchase new General CD #3, and $10,000.00 to purchase new Fire Fund CD. Ending balance as of 7/31/02 was $23,697.31. The Certificates were; $30,000.00 for Building, $20,000.00 for General CD #1, $20,000.00 for General CD #3, and $10,000.00 for Fire CD. Ending balance for all accounts as of 7/31/02 totaled $104,706.69.
The fire department had 2 runs this month. Kurt Johnson asked for approval to purchase some equipment for the fire department.
The Ladies Auxiliary needs newsletter information by September 18, 2002 for October's newsletter.
The Building Committee is checking to see if they can just use a draftsman for the building plans. The next Building Committee meeting will be September 9th, 2002 at 7:00 PM in the Normanna Town Hall.
The Land-Use Committee has not received any information back from the county about the land-use plan.
Dan Johnson presented the updated King's Court Road Resolution with the additions the King's Court Road Association requested. The repairs stated in the King's Court Road Resolution have to be completed by October 30, 2002.
A motion was made by Dan Johnson to accept the King's Court Road Resolution #2002-04 with noted changes as written. Marcia Stromgren seconded. Dan Johnson and Marcia Stromgren for. Dan Bonhiver opposed. Motion carried.

The mowing of the township road ditches has been done. Dan Johnson talked to Rodda and it will be at least a month for the ditching to be done. They may need to haul some materials away which would cost an additional $65.00/hour for the hauling. They will talk to the landowners to try to work something out.
The Lookout and Wikstad Roads have been graded again. There was discussion on hauling gravel on the Koski and Lookout Roads. Dan Johnson suggested 100 yards on each road. Discussion was tabled until next month so the supervisors can look at the roads.
Marcia Stromgren did not get the maintenance agreement with St. Louis County finished yet. Tabled until next month.
There was discussion on sending a letter to the county to plow and sand the township roads and to notify them that the King's Court Roads are officially township roads.
Review of File Easy Find It Fast was tabled until next month so the supervisors could look it over. Marcia Stromgren did discuss some information she had on it.
The electrical meter is on the town hall. Marcia Stromgren is still waiting for information on the surge protector.
There was discussion on the summer short course. Marcia Stromgren mentioned that they had a mock township meeting that was very informative. Maria Vodden discussed some of the information she received on the CTAS program.
There was discussion on the township purchasing a computer. This is something that would have to be budgeted and brought up at an annual meeting.
Dan Johnson mentioned to the clerk that the Certification of Levies needs to be to the County Auditor by September 15, 2002.
The clerk mentioned that there may be a Special Primary Election for the county commissioners on September 24, 2002. The election judges for approval for the September 24, 2002 Special Primary Election are Cindy Mcaulay, Lone Cooke, Chris Brown, Colleen Appleby, Tammy Courrege. There are no party affiliation conflicts.
A motion was made by Dan Johnson to approve the election judges for the possible September 24th Special Primary Election. Dan Bonhiver seconded. All for. Motion carried.
Marcia Stromgren reviewed the duties of the Treasurer and Supervisors.
Marcia Stromgren mention that there was a post in the Lakewood Road ditch that should be removed. Dan Bonhiver offered to remove the post.
A motion was made by Dan Johnson to allow the fire department to purchase the two hoses, one for 337.50 and one for 490.00, a salvage tarp for 105.00, a halligan tool for 125.00, two strainers, one for floating for 167.00 and a barrel type for 44.00, a 10 foot section of 3 inch flex suction hose for 110.00, for a total of $1,378.50. Marcia Stromgren seconded. All for. Motion carried.
Marcia Stromgren mentioned she received some information on AWAIR which is about workplace accident forms.
A motion was made by Dan Johnson to allow the clerk to enter into a price agreement with Ferrallgas if they will have the same gallons as last year. Dan Bohiver seconded. All for. Motion carried.
A motion was made by Marcia Stromgren to adjourn at 8:55 PM. Dan Bonhiver seconded. All for. Motion carried.
