 Normanna Town Board Meeting Minutes January 16 , 2003
The Normanna Town Board Meeting was called to order on January 13, 2003 by Dan Johnson at 7:05 P.M. at the Normanna Town Hall. Present were Supervisors, Dan Johnson, Dan Bonhiver, Marcia Stromgren; Treasurer, Maria Vodden; Clerk, Tammy Courrege, along with 4 others.
The clerk read the December 16, 2002 Town Board Meeting minutes for approval. A motion was made by Dan Johnson to approve the December minutes with corrections. Marcia Stromgren seconded. All for. Motion carried.
The treasurer gave the following treasurer’s report: Beginning balance for Wells Fargo checking as of 11/30/02 was $16,876.56. A deposit was made for $2000.00 from Paine Webber savings. Disbursements cleared totaled $17,394.67 with a $2.00 check return fee, $3.50 fee for over transactions, $51.00 for checks, and $28.00 overdraft fee. Ending balance as of 12/31/02 was $1397.39. Beginning balance for Paine Webber savings as of 11/30/02 was $31,780.83. Deposits made were $17,076.08 from St. Louis County Auditor for 2nd property tax apportionment, $3473.17 from the State of Minnesota for MV Credit, and $62.00 from the State of Minnesota for Disparity Reduction Aid. Dividends earned for December were $36.45. A withdrawal was made for $2000.00 to Wells Fargo checking. Ending balance as of 12/31/02 was $50,428.53. The Certificates were; $30,000.00 for Building, $20,000.00 for General CD#3, and $10,000.00 for Fire CD. Ending balance for all accounts as of 12/31/02 totaled $110,428.53. Total claims for approval were $5,015.17. A motion was made by Dan Johnson to approve the treasurer’s report and pay the claims presented. Marcia Stromgren seconded. All for. Motion carried.
A motion was made by Dan Johnson to pay Scott Grubb $950.00. Dan Bonhiver seconded. Dan Johnson and Dan Bonhiver for. Marcia Stromgren abstained. Motion carried.
The fire department had six runs this month. Four were medical and two were mutual aid. The fire department is asking permission to spend up to $1800.00 for fire land equipment for a DNR matching grant. The DNR will reimburse the fire department $900.00. The Ladies Auxiliary donated a defibulator for $2600.00 to the first responders. The fire department is only storing one fire truck at Alan Marshalls. The other fire truck is at Eric Norland’s.
The pancake breakfast will be May 3, 2003.
The Building Committee is working on informational packets to send out. Dan Johnson talked about the estimated costs for the new fire hall / community center.
Dan Johnson presented the ballot question for the approval of the new fire hall/community center.
A motion was made by Dan Johnson to accept the ballot question to be present at the March election which should read as follows: Should the town board of Normanna be given authority to build a town fire hall/community center on the current town hall site, and to raise a total amount not exceeding $250,000.00 over and above the approximate $45,000.00 in the town’s building fund for that purpose? Dan Bonhiver seconded. All for. Motion carried.
The fire department is still waiting for estimates for the overload springs. Tabled until next month.
There was discussion on the proposed levies for 2004 that will be presented at the annual meeting in March.
A motion was made by Dan Johnson for the proposed levies to be presented at the March annual meeting as follows: $14,000 for the General Fund,$20,000 for the Fire Fund, 7,000 for the Building Fund, and the Road and Bridge Fund will be levied to get the return of the gas tax per the county auditor. Marcia Stromgren seconded. All for. Motion carried.
Dan Johnson presented the annual meeting agenda. The agenda will be finalized next meeting.
The Gnesen Community Center is reserved for the annual meeting.
The board is going to leave the March Town Board Meeting as March 17, 2003.
There was discussion on combining the clerk and treasurer position.
A motion was made by Dan Johnson to have the question to adopt option D, providing for the combining of the offices of clerk and treasurer as an appointed position, be adopted for the government of the town of Normanna? Marcia Stromgren seconded. Marcia Stromgren for. Dan Johnson and Dan Bonhiver opposed. Motion failed.

The Krista’s Kourtyard road sign was stolen. Dan Johnson sent a letter to the county to have them replace it.

Marcia Stromgren asked permission to purchase a new light fixture for the hallway in the town hall.

Marcia Stromgen mentioned she needs to look at the property tax list to get the addresses for the non resident landowners so the building committee can mail building informational packets to them.
Maria Vodden talked about making some changes in the banking and the treasurer’s report.
A motion was made by Dan Bonhiver to adjourn at 9:10 P.M. Dan Johnson seconded. All for. Motion carried.
