The Normanna Reorganization Meeting was called to order on Monday March 24, 2003 by Dan Johnson at 7:30 P.M. at the Normanna Town Hall. Present were Supervisors, Dan Johnson, Will Rhodes, Marcia Stromgren; Treasurer, Maria Vodden; Clerk, Tammy Courrege.
The clerk gave the oath of office to Will Rhodes for Supervisor.
Will Rhodes has received all the materials from Dan Bonhiver. The treasurer has turned over all materials to the clerk.
A motion was made by Marcia Stromgren to nominate Dan Johnson as town chair. Will Rhodes seconded. All for. Motion carried.
A motion was made by Dan Johnson to nominate Marcia Stromgren as vice chair. Will Rhodes seconded. All for. Motion carried.
There was discussion on when to hold the monthly board meetings. They thought the 3rd Monday’s have been working well except to change the March meeting so it is before the annual meeting. A motion was made by Dan Johnson to keep the monthly meetings the 3rd Monday of the month at 7:00 P.M. Marcia Stromgren seconded. All for. Motion carried.
There was discussion on what newspaper to put the required publishing’s in. Marcia Stromgren looked into the rates for the Duluth News Tribune and the Budgeteer. The Duluth News Tribune was $2.10 per line for the first day and the second day. The Budgeteer was $1.00 per line the first day and $.75 per line the second day. Marcia Stromgren suggested to use the Budgeteer to try and save money for the township. A motion was made by Marcia Stromgren to now publish the legal ads in the Budgeteer. Will Rhodes seconded. All for. Motion carried.
There was discussion on the officers wages. The supervisors are currently at $35.00 per meeting. A motion was made by Dan Johnson to keep the township supervisors wage at $35.00 per meeting. Marcia Stromgren seconded. All for. Motion carried. Last year the township paid the officers for up to four outside meetings. Marcia Stromgren mentioned now that she had to chair the DAT meetings she will have more outside meetings. She feels that someone needs to go to the meetings and get information to bring back to the township. A motion was made by Dan Johnson to allow the supervisors to be compensated for attending SLACTO, MAT, DAT, and short courses for up to 10 meetings per year. Will Rhodes seconded. All for. Motion carried. The current clerk’s wage is at $175.00 a month and $35.00 per meeting. The treasurer is at $100.00 a month and $35.00 per meeting. The clerk and treasurer has been combined this year so there was discussion on what the new wage should be for that position. A motion was made by Dan Johnson to have the clerk/treasurer salary at $250.00 and $35.00 per meeting. Marcia Stromgren seconded. All for. Motion carried.
A motion was made by Dan Johnson to keep the mileage rate at the current federal guideline rate. Marcia Stromgren seconded. All for. Motion carried.
There was discussion on setting supervisors responsibilities. A motion was made by Marcia Stromgren to keep Dan Johnson as road supervisor. Will Rhodes seconded. All for. Motion carried. A motion was made by Dan Johnson to have Marcia Stromgren as building and grounds supervisor. Will Rhodes seconded. All for. Motion carried. A motion was made by Dan Johnson to have the cemetery records with the clerk. Marcia Stromgren seconded. All for. Motion carried. The fire liasoin is currently Marcia Stromgren. Will Rhodes offered to take over. A motion was made by Dan Johnson to have Will Rhodes as offical Liasion to the fire department. Marcia Stromgren seconded. All for. Motion carried. The land use supervisor was Dan Johnson last year. The land use supervisor currently attends the meetings as a non voting member. A motion was made to have Will Rhodes as the land use supervisor. Marcia Stromgren seconded. All for. Motion carried. The building committee supervisor is currently Dan Johnson. A motion was made by Will Rhodes to have Dan Johnson as building committee supervisor with Marcia Stromgren as secretary. Dan Johnson seconded. All for. Motion carried. Marcia Stromgren will have all the building committee minutes ready for the next building committee meeting. The web page moderator is currently Dan Johnson. A motion was made by Dan Johnson to have Will Rhodes as web page moderator. Marcia Stromgren seconded. All for. Motion carried.
There was discussion on keeping all the posting sites as approved at the annual meeting. There was discussion on fixing the sites and talking to Aqua Systems and possibly putting a posting site there. They are discussing putting a drive off area on the North Tischer Road to see how it works.
There was discussion on the banking depositories. Marcia Stromgren is checking into some information but waiting for answers back. A motion was made by Dan Johnson to keep the depositories at Wells Fargo and Paine Webber. Marcia Stromgren seconded. All for. Motion carried.
A motion was made by Dan Johnson to keep photo copies at $.11 a copy. Marcia Stromgren seconded. All for. Motion carried.
There were no conflict of interest with the newly elected official.
The mailing address will stay at the clerk’s home address.
The snow plowing contractor to plow the township roads is currently St. Louis County. A motion was made by Dan Johnson to have St. Louis County plow the township roads and town hall driveway. Will Rhodes seconded. Dan Johnson and Will Rhodes for. Marcia Stromgren abstained. Motion carried.
The spring short course is April 4th in Eveleth.
There was discussion on when to have the claim forms to the clerk. A motion was made by Dan Johnson that all claims have to be turned in the Wednesday before the meeting. Marcia Stromgren seconded. All for. Motion carried.
There was discussion on having the agenda get approved at the beginning of the meeting and having the minutes and agenda to the supervisors to review prior to the meeting so the clerk doesn’t have to read the minutes at the meeting. A motion was made by Marcia Stromgren that starting with April meeting have the clerk type up the minutes and agenda to be given to the supervisors one week prior to the meeting. Dan Johnson seconded. All for. Motion carried.
Marcia Stromgren mentioned that the supervisors need to have a copy of the SLACTO meeting minutes and the DAT meeting minutes to read so they can keep informed.
Marcia Stromgren has put together the welcome packets to give to the new residence.
