Normanna Town Board Meeting Minutes
June 21, 2004

The Normanna Town Board Meeting was called to order on June 21, 2004 by Dan Johnson at 7:07 P.M. at the Normanna Town Hall. Present were Supervisors, Dan Johnson, Will Rhodes, Marcia Stromgren; Clerk/Treasurer, Tammy Courrege; along with 2 others.

The board reviewed the agenda. A motion was made by Dan Johnson to approve the agenda as presented. Marcia Stromgren seconded. All for. Motion carried.

The clerk had the minutes of May 17, 2004 Town Board Meeting, and the June 2, 2004 Special Board Meeting to the supervisors prior to the meeting for review. A motion was made by Dan Johnson to approve the May minutes with grammar corrections. Will Rhodes seconded. All for. Motion carried. A motion was made by Dan Johnson to accept the Special Board meeting minutes as presented. Marcia Stromgren seconded. All for. Motion carried.

The fire department had one fire run this month. They will be going to a training burn about propane in Lakewood township and a training burn is coming up in Northstar. The annual service work was done on fire trucks Engine 1 & 4. Jeff Cooke fixed the leak on the pump truck.

The Ladies Auxiliary would like to donate a flag pole once the new fire hall is up. Jeff Cooke will see if the garden club will plant some flowers around it.

The Land Use Committee is going to try to have a meeting in July with the new members.

Marcia Stromgren talked to Markus Hall from St. Louis County, Public Works Director concerning the Koski Road turnaround. He is willing to work with the board and landowners on the Koski Rd. turnaround. He said the town could use both sides of the road instead of just the right side so the full road easement can be used. Jeff Durfee, landowner said he is willing to work with the board on this since the turnaround is going to be by his property. Dan Johnson is going to meet with the county and Jeff Durfee to make sure the plans are okay with everyone before starting the work. This will save gravel and money. Tabled to see what the county and Jeff say.

Marcia Stromgren discussed some ATV and election laws she heard from the legal seminar she attended.

Marcia Stromgren checked with other townships and cemeteries about their cemetery regulations. She discussed what some of the other cemeteries had for rules. She read the current rules of the Normanna cemetery and feels they need updating. She is going to continue to work on updating the rules and asked the other supervisors to think of ideas also. McLeod never called back for mowing the cemetery and town hall so Marcia & John Stromgren have been mowing them. She mentioned that mowing the cemetery is getting difficult with all the decorations on the graves and will recommend changes to the board. The water tank at the cemetery has a leak. Jeff Cooke will look into fixing it.

Dan Johnson presented Resolution 2004-10 A resolution awarding the sale of $44,000 general obligation certificate of indebtedness, of 2004; fixing its form and specifications; directing its execution and delivery; and providing for its payment. Discussion was tabled on this until the end of the meeting so the supervisors could review the resolution.

Dan Johnson discussed hauling gravel on the township roads. Billington pit has class 5 for $4.50/yard. This does not include the hauling. Paying to haul the gravel hourly is uncertain because it depends on how far it needs to be hauled. Paying to haul the gravel by the yard you know how much you will be paying. It is $10.00 to $11.00/yard to haul class 5 which includes the price of class 5. Dan Johnson will have prices for hauling the gravel for the next meeting.

The clerk got approval at the special board meeting on June 2, 2004 to sell the building CD's. Building CD#1 totaled $25,189.68 and Building CD#2 totaled $20,175.34.

The road repair on Lady Nicole Lane has not been done yet. The plans to fix it are to put matting down and 12 inches of fill on the top of it. They are unsure who's going to do the work yet. King's Court needs to make the repairs and pay for it but the road repair does not need to be done before the August 2004 deadline when the township assumes full responsibility.

Marcia Stromgren is currently mowing the cemetery and town hall. She is charging the township $100.00 for the cemetery and $40.00 for the town hall which were McLeod's prices last year.

At the last meeting it was discussed to put bigger boards for posting below the fire department sign. Marcia Stromgren is concerned about it being to unstable. The boards will not be that much bigger. One posting site will be done to see how it holds up.

Marcia Stromgren gave a DAT report. At the last DAT meeting they discussed information on meth labs. The next meeting will be Thursday August 19th and will be discussing roadways. The bylaws for DAT have been approved.

There are no new fire hall contracts for this meeting. Terry Perrault's contract needs to be changed to include the setup of the slab. The old contract was just to do the finishing work of the slab. He is just charging for his time. A motion was made by Dan Johnson to add to Terry Perrault's contract the setup of the concrete work. Will Rhodes seconded. All for. Motion carried. The concrete will be poured Thursday June 24.

Prices for trusses and steel for the new fire hall are needed. Bids are needed for these so a special meeting may be held.

Jeff Cooke will be doing the air exchange work for $1200.00.

The cemetery clean-up went well.

Will Rhodes is still working on taking care of the noxious weeds issue. Tabled until next meeting.

The clerk called MAT and they will do a Builders Risk Policy for Normanna. The clerk discussed how the price worked for Builders Risk Insurance but the final price was not definite yet. MAT still needed to work on that. A motion was made by Will Rhodes to authorize the clerk to put Builders Risk Insurance on as soon as possible. Dan Johnson seconded. All for. Motion carried.

Dan Johnson will look into getting prices on equipment for mowing the township roads. The fire department volunteered to operate the equipment.

Dan Johnson presented a contract with a supervisor resolution. A motion was made by Dan Johnson to accept resolution 2004-09 Resolution Authorizing Contract With Interested Party Under Minn. Stat. 471.88, subd. 5. Will Rhodes seconded. Dan Johnson and Will Rhodes for. Marcia Stromgren abstained. Motion carried.

Dan Johnson presented affidavit of official interest in claim. Marcia Stromgren filled out three and turned them in for her last mowings. An affidavit needs to be done every time she turns in a claim for mowing the cemetery and town hall.

Dan Johnson is preregistering for the summer short course in Grand Rapids for the Local Board of Review training. Marcia Stromgren recommended at least two supervisors attend to get Local Board of Review training. Will Rhodes or Marcia Stromgren will try to attend also.

The township is currently on a budget plan with Minnesota Power. There is currently a credit balance. It was discussed whether to stay on the budget plan or just pay for the current usage. The reason the township went on a budget plan is because the bill didn't always come before the meeting when they were on the 2nd Monday and then there were late fees. With the budget plan they knew what the bill was so they could just pay it. A motion was made by Dan Johnson to remove the budget plan and pay the bill as necessary. Marcia Stromgren seconded. All for. Motion carried.

There was discussion on the newsletter summaries. Will Rhodes made some changes. A motion was made by Dan Johnson to accept the newsletter summaries for the upcoming newsletter. Will Rhodes seconded. All for. Motion carried.

Marcia Stromgren is looking at getting a reasonable price for carpeting. Dan Johnson painted the inside of the town hall.

The phone line was torn up when they put in the holding tank. The fire department meant to tear it up because it was in the way. Marcia Stromgren didn't call the phone company right away to repair it so the township still has to pay for the one month of service which we did not have service and the repair costs. The repair costs can come out of the building fund and the monthly service bill will be paid out of the general the same as usual. The phone line will just be split between both buildings for now.

Marcia Stromgren is donating a bathroom sink and will be installed when a stall is removed.

Marcia Stromgren called some engineering firms for soil density testing and cement testing. She then talked to Dennis Gunsolus and he assured her that the soil is good and the building won't move. Marcia Stromgren wants to make sure what were doing is right and feels assurance is not enough. If something happens to Dennis Gunsolus the guarantee is gone. The soil test can't be done now because it's covered up with styrofoam but she would like to make sure the cement is good. No action taken.

The concrete is going to be poured by Duluth Ready Mix. It will be under $77/yard. Marcia Stromgren got a bid from Arrowhead Concrete for $77.00 and Dennis Gunsolus got Duluth Ready Mix to go lower than that bid. Marcia Stromgren said she would like to order an extra yard of concrete to pour a sidewalk in front of the current town hall.

Tammy Courrege gave the following treasurer's report: Beginning balance for Wells Fargo checking and savings as of 5/1/04 was 69,247.15. Receipts for May were 1,218.00 for uncashed check #5954, and 21.50 from Wells Fargo for May interest. Total Receipts were 1,239.50. Disbursements for May were 19,622.31 for the May approved claims and a $2.00 automatic check return fee. Total Disbursements were 19,624.31. Ending balance as of 5/31/04 was 50,862.34. Outstanding checks totaled 1,030.87. Total per Bank Statement as of 5/31/04 was 51,893.21. The Investments are Certificates of Deposits for 25,000.00 for Building CD #1, 20,000.00 for Building CD#2, and 10,000.00 for Fire CD. Ending balance for all accounts as of 5/31/04 totaled $106,893.21. The following claims were presented for approval: Qwest for 54.54, Minnesota Power for 41.00, Minnesota Association of Townships for 540.00, Budgeteer News for 106.00, Hanft Fride for 608.53, Tammy Courrege for 30.00, Marcia Stromgren for 78.00, Minnesota Association of Townships for 35.00, Back to Basics Construction for 328.00, Rodda Grading & Excavating for 1,038.20, Carlson Concrete Products for 2,037.55, Marshall One Stop for 129.57, Bumper to Bumper for 14.99, Kurt Johnson for 206.14, Alan Marshall for 55.00, Fire & Industrial Sales, Inc. for 981.22, Brock White for 998.29, payroll for Dan Johnson for 92.35, Marcia Stromgren for 129.29, Will Rhodes for 64.64, and Tammy Courrege for 263.20. Total claims for approval were $7,831.51. A motion was made by Dan Johnson to approve the treasurer's report and pay the claims presented. Will Rhodes seconded. All for. Motion carried.

The supervisors reviewed resolution 2004-10.
